No Lib leaders, no confidence, actually none can come up with a game plan.

I seen a commercial on TV for the Next Prime Minister and they show a blurb about their "Vision".  Well I don't give a shit about "visions".  I don't give a shit about what they "think should be done", or what they "feel should be done".  I want what is required to be done as quickly as possible.......plain and simple.  News flash, everyone already knows what the problems are.  Lets just get the engineered building actually done.

A front runner for the Fibs says no thanks to the 8 to 10 years it would take to become viable as a Political Party Force.

The person is obviously delphi - ing the Party faithfull that it is going to be a monumental task.  The people stating and believing in this have no vision with no none of the underlying engineered steps required to do otherwise.  In roth trailer park trash speak words, they are not so smart.

I say it isn't.

A leader by the Fall of 2006.

A moderate Liberal Policy Platform with each Policy having fully detailed steps for achievment.  This can be worked on individualy and collectively, correlated early in 2007 for an election in the summer of 2007.

Of course the detailed steps of each Policy must be fully substantiated and fully engineered as to all the specifications involved for implimentation.  No hot air or double-speak allowed.  In other words, such and such a person in charge of such department will have the following steps completed by these dates for each step.  Actual progress with dates with the specified person accountable.  If dates are not met, the accountable person is screwed over.

A very simple example.  A Prime Minister promises 900 more RCMP officers.  Good idea.  Now, who is responsible for the hiring? Lets have the name of the person delegated.  Next, lets have an absolute deadline, say 24 months from now.  Now appoint the Auditor General to ensure it is complete at the end of the 24 months.  Next, in public press releases quarterly release the stages that have already been complete during the 24 month period.  Now if the delegated person does ensure the Prime Ministers Policy promise is not kept........fire him.  Its that simple.  The person turned out to be incompetent and the Prime Minister screwed up in appointing that person in the first place.

Now the accountability kicker.  Have the PM do this for each promised Policy.  The PM being soley responsible for the delegation therefore the results.  The PM and his Party then can wear it next election with the voters.

Also as per the Cons last election win strategy the Fibs must concentrate only on at least 7 main policies that will affect peoples' lives.

So now there is the true accountability issue solved with dire results for those who fail to achieve their Policy Tasks. 

The voters would love it.  It would only take a quick vote at a Party Convention to impliment this new Operating Procedure.

So that takes care of the Fiberal accountability problem from the PM down to the Committee MP's.

Financially, all the above must be costed out on an ongoing basis and released during the quarterly Policy Task updates.  This ensures all Financial funding promises are being kept..........easy isn't it.

Number One.  Lets take votes away from the NDP as the Fibs are somewhat centre left at times, contrary to what the Chretian has stated in the past (centerist).  Easy, promise and impliment in First Budget raising the Pers Tax exemption to 10,000 dollars even.  This coupled with the non-working Spousal Allownce exemption of 8,000 dollars.  This would make it much easier on the service working industrial poor.  Why?  The economy is slowly declining and shall decline during the Con Miniority ruling.  Yes it will, and the longer they stay in power as a miniority the more they are going to wear the slowly declining economy.  This must be accurately costed out in hard math, not fuzzy logic with variables.   My appologies here as I do study economic trends that history has taught. 

So we now have back the NDP voters.  There is an extra 10 seats estimated pushing Jackie L back to about 19 not counting seats.

Number Two.  With the history of the Fibs amassing surpluses to buy votes at later dates as and when required as a rainy day fund can no longer be considered of course.  With that being said, Provincial Transfer Payments must be increased 10 percent minimum with a simplified transfer algebra-ic line that any High School graduate can understand.  This ensures an increase in Provincial funding to get possible Premiers on side with a special emphasis on the Quebec Premier and their peoples.  Once again fully costed out in cash, not transfer credits submitted in the first Budget.  Emphasis must be placed on the supporting of ALL Canadians by increasing money to the Provinces to be spent of course on all voters. 

Number Three.  Health Care.  This one is easy.  Within the first year of the mandate, all Canadian Embassies will assess the Medical School Programs in their respective Countries and report back on as to the exact Canadian upgrades requried.  This instead of treating all forign trained doctors as substandard to the same level.  This will ensure quicker Canadian qualifications.  Funding for the research is costed in the First Budget as all it would take is representatives of Medical Schools one year to go over the forign coriculums and determine Country Med School specifics.  No just sitting around talking, just performing the actual research 8 to 10 hours per day 6 days per week.  Only take a year and voila., Canadian Medical Accredation streamlined.  Accrediting Agencies then will not have to waste every forign Doctors time with waiting for Residency openings when none are proven required.  How about a 6 month mentor-ship for those just short?

So far for the first three there is going to be a big hit on expendatures with an apparent urgency in transferring of people to Embassies on short notice, the increase in transfer payments can be written up in a matter of several months, the Tax changes can be written and amended in a matter of days.  With the proper competent people appointed who actually work instead of talking, its easy.  Grants will be non-existant to help pay, "arts programs" history to help pay, you get the idea.

Number Four.  The Fibs admitting that the long gun registry is a big mistake and cancells it completely.  Publicly state that those people working for the Registry are laid off and the infrastructure is sold or ceased in lease payments.  Its ok to say your sorry when you make a mistake.  Also admit that hand guns are already illegal and the problem is smuggling.  Sincerity proven must begin somewhere eh?  That we will carry on with the Cons Border guns and increases.

Number Five.  To temporarily relieve the shortage of Doctors/ in general, in theory, double overtime pay and funding for operating rooms and procedures.  This in theory can be stated to make it worthwhile to use those empty operating rooms at night time, those CT scanners at night time, Chemotherapy infusion sessions at nighttime etc.  Stress this until Number Three above kicks in within 3 years (one year research and writing, two years of medical immigration)  I see in hospitals no notices for nurses positions even though governments are stating more funding.  I know nurses who are unemployed just sitting at home waiting for openings......true in Niagara Falls - underserviced, and Kitchener, considered under-serviced.

Number Six.  This one I find rather novel.  The overview is using military personell rotated through Border Crossings taught, then used for searching vehicles.  A secondary benefit would be that the training gives confidence and teaches the techniques used overseas on UN deployments.  Taken one step further, patroling of and for example the BC Border of rough terrain day and night.  The Navy begins patroling interdiction looking for ship smuggling and practices the art of "ship bording parties".  Of course, many of our committments overseas must be curtailed to accomodate a "Secure Canada First Policy".

Number Seven.  Increase CPP and CPP disability by 10 percent immediately with no claw backs.  This gets the retirees on side.

Last but not least Number Eight.  Personal Soverign Rights.  Yup.  Land ownership has to be a Right that can only be removed by a Jury of Ones Peers.  No more Property Taxes.  Municapalities must raise their taxes not based on Leasing Land to people to live on.  Of course Municipal by-laws apply as far as hazard materials to grounds apply.  Zoning cannot be change to force one to move unless a Jury of Ones Peers decides and as to what the compensation is, complete moving costs, complete market value, sentimental value, etc.  This Land Right helps limit government intrusion into ones security and must be stressed that way.  In this sense cannabis becomes legal and is taxed on anyone who sells.  Whether it is Ma and Pa or a Family Farmer(er).  Cannabis prices plummet to the level where it is no longer a viable commodity for the criminal element.  Police services freed up tremendously to go after the Crack and Meth head (labs), Cannabis has to be fully legal for this to happen.  Age restriction and impaired driving only applies.  American tourists to our friendly Canadian Coffee shops al la Netherlands becomes a source of taxes and forign monies.  Of course the extra Canadian Border Guards might help screen for smuggling but don't forget, ITS THE AMERICAN BORDER GUARDS THEY GET PAST SO ITS NOT CANADAS' FAULT.  But we can help screen etc.

Ok, all this costs alot.  It covers the full spectrum from Lefties to Righties. 

All this can be done and put to Policy Paper in less than 2 years just in time for the next election.  Of course this would give the Fiberals a very slim majority, but a majority non-the-less.

All these must be applied fully.  NOT just some or part of some, or some with restrictions.
