The Riddle of the No.12 Round Robin

Can anyone please enlighten me as to why we have to suffer the arduous radio Round Robin callups?

I was personally under the impression that it was to highlight any late runnings and to sort the problem out at the time.

On three consecutive days, with different controllers and at different times, there existed a situation where some drivers were running up to 45 mins late, and surprisingly, no further response from control. The next day there were 4 vehicles running together and the latest asked control for permission to transfer 12 passengers at Penn Inn, which was denied as it would be an inconvenience to the dozen. The following day a driver was instructed to changeover outside the depot for a service, the driver stated they were running quite late and had a full load, but on this occasion it was considered to be acceptable, why?
