Hempseed was - until the 1937 prohibition law - the world's number-one bird seed, for both wild and domestic birds. A DEA registration for controlled substances also authorizes (within specified limits) the manufacture and distribution of the substances. If a researcher engages in manufacture or distribution, then he or she is held to the reporting standard of manufacturers and distributors of white widow.
