The Lt. General emphasizes the focus on Iraq, the ongoing war on terrorism, and nuclear proliferation; and calls for "an effective, visionary, coordinated, consistent strategy."
I'm not sure what to make of his solution yet, but believe he has pinpointed the major, world-wilde political issues.
